If my memory is clear this time... but I'm not sure about this... we wanted to make a day trip to Victoria but overslept that morning and thought it's too late...
I must say that unlike my independant trips, I recall very few details from that trip...

You are right about Swartz Bay and Tsawwassen.. those are where the ferry terminals are located, they aren't in the middle of the city for obvious reasons. There is public transportation that serves them. Both Victoria and Vancouver are very spread out - Vancouver especially, being a massive city.
But I can absolutely assure you that they run every hour. In the off season in the winter, there are two hours (10 and 3 I think) that they don't run, but they run all other hours.
And yep, having lived here for 29 years, I think I can claim to be the expert on this.

I'm sorry and appologize... I got this habit that I can't leave a piece of information not fully clear... I must know it! but it really shouldn't be made in public... I never questioned Kim's knowledge on this issue... it turned out to be just a matter of definition of the city limit...
Strangely... usually it's the locals who make the distiction between the city and suburbs, not the other way! Like insisting that the Meadowlands stadium is in East Rutherford, NJ, rather than New York...
