I'm sorry things didn't turn out for your daughter this summer
I can tell you though that I did a program like that in Quebec City and it was great. Very intensive and really helped my French. Plus I got to spend a summer in Quebec City which never hurts!!!
It wasn't enough to render me fully fluent (it took my studies at the Sorbonne to do that) but it was still an amazing experience!
