Hi Seb, Not certain where you are from...but in todays world of ATM's on nearly every corner I have to ask...why would you want to open an account in Europe and not simply use your hometown bank? That said, while I am surely no expert on European banking, I don't think there is a 'europe-wide' bank and therefore no matter which one you chose in whatever country, you would likely still incur fees at other ATM's. I had no problem at all opening 3 different accounts while in Germany, in fact two are still open, but I was living there at the time and had a local address. Not sure what the rules may be on technically 'foreign' accounts...ie those with out of country addresses. Absolutely sure though you will need at a minimum a valid passport and some other sort of bank account ID from your home bank.

The French are a pain in the butt when it comes to anything even slightly bureaucratic and/or requiring costumer service. If I were you I wouldn't count on anything in France.
