this topic came up a while back, re: 10-10 numbers.
But, i just read an article on NYTimes.com that gives info about a web service called Skype.com It's free between users, and one can make calls to non users <they call this SkypeOut> for really low prices. it's 0.017 €/minute for many places! it goes up from there.
So, to make cheap calls, take a look at Skype.com! i may have to try it out soon. (i'll need to get a mic for the PC)
