Can anyone point me to a resource for listing camper van rules driving in france/spain .. ie do all passengers have to be strapped in all the time. that sort of thing. Never drove one anywhere so have no idea..

There are some laws across the EU that are universal, however each country also has its own laws, signage, etc that must also be considered. Make sure you also read the part about Compulsory Equipment as there are new rules in place that require safety gear such as high visibility vests, road markers, etc to be carried in all vehicles whilst driving in Europe.
