Many first-time backpackers want to hit the capital cities of all countries that they visit. In general that is a good plan, especially since the capital is the hub for the trains.
Although many people visit Brussels, I suggest visiting a smaller town named Brugge. If you go to Brussels, after you see the Mannequin Pis (small statue of boy taking a leak) you will realize that something is wrong when this is arguably the most famous thing about the city!
In my opinion, Brussels is ok, but if I had only one day budgeted to see something in Belgium, it sure as heck would not be Brussels.

I totally agree-I thought Brugges was incredible but was kind of let down by Brussels. Ghent and Antwerp were also nice but Brugges was by far my favorite.

I visited Brussels, Brugge and Antwerpen, one day and night in each one. Brugge was definitely the best, but the other were also nice. Belgium is more than one place. DO NOT make the mistake I did and stay at the HI in Brugge. It's not bad, but it's location is not good and it's worth to pay more to stay close to the center.
