If you want to cut costs, I would go up either the eiffel tower OR the arc de triomphe. Not really worth going up both in my opinion.
Make sure you see the Basilique Sacre Coeur in Montmartre (my favourite spot in the city). You might also want to consider walking along the seine (or taking a boat ride)- especially at night. Not sure if you're into that but another tourist favourite is les champs elysees. I also enjoyed cimetiere Pere Lachaise where a lot of famous people are buried (Jim Morrison, Chopin etc.) Versailles is also a favourite with tourists (although I don't personally recommend it as a must see).
How much time do you have in Paris by the way?

in addition to your list
( Paris 1. Eiffel Tower (12.00 per person) 2. Louve(9.75 per person) 3. Arc de Triomphe (8.00 per person) 4. Mouligune Rough (72.00 per person includes seats at the bar and 2 drinks) 5. Notre Dame 6. Centre Pompidou- Modern Art Museum (8.00 per person) 7. Montmarte- Bohemian quarter of Paris…very charming 8. Marche aux Puces de Saint-Ouen/Clignancourt- HUGE flea market 9. University of Paris )
I also suggest you check out Musee D'orsay an impressionist museum not to far from the Lourve on the other side of the Siene, it has some fantastic works, is smaller and therefore easier to have an experience in than the lourve. Not to far from there, heading towards the eiffel tower is this big gold globe, i'm sorry i forgot the name but its where napoleon's tomb is, and across the road from this is these gardens + gallery and the thinker is in them. If you wanted to do these things i suggest you get a museum card because it is worth it if you go to a lot of places. If you are in Paris for more than a day or two i suggest you check out the latin quater near nortre dame because it has great food and a cool atmosphere

...across the road from this is these gardens + gallery and the thinker is in them. Rodin museum and gardens, and I second the D'Orsay museum recommendation (over the Centre Pompidou, but that's my personal preference).

i'm not sure i'd put a show at the moulin rouge at the top of my list. i did see the place. but 72 euros seeemed awfully steep to me for a show. but that's just me.

I echo dougj: The Catacombs are an amazing piece of engineering though not for the faint of heart! Plus, they are very inexpensive... 3 euro if I remember correctly. I think they are a MUST SEE if one is in Paris.
Also, I don't recall the Eiffel Tower being that expensive. I took the stairs and it was maybe 5 euro or something. You get a great workout and it's really not that hard (although I was there in winter so I wasn't dealing with the heat).
I'll look through my travel journal and add a couple more things if they haven't been added by the time I get around to it.
Happy travels!

I just wanted to third the Catacombs. Rodin's garden/museum was great. You might want to pop into the English bookstore "Shakespeare and Company" (across the Seine from Notre Dame) if you're into that sort of thing.

If you're into churches, don't miss St. Chappelle. It's on the Ile de la Cite by Notre Dame and only costs a couple euro to see. Walking up the spiraling staircase into the upper chapel is literally breathtaking and I wouldn't miss it if you're into that sort of thing. Also, one cool thing at Notre Dame is that if you go after mass on Sunday, they have a free organ concert that makes walking around more enjoyable.
