Which one would you recommend as a base? Will be using public transportation to visit the area. Also, am coming from Rome. Are both places easy to reach by train?

babs,
by "base", how long are you planning on staying there? And what are you planning on seeing while you're down there? At any rate, Sorrento is the better base in terms of access as the trains to this region stop here (it's the Circumvesuviana line) and you'd have to catch a bus (30mins) from Sorrento to Positano. Many of the villages/towns on the Amalfi Coast don't have train stations so busses are the only form of public transport servicing them.
From Rome, you'll have to get a train to Naples (Napoli) then walk through the underground passage following the "Circumvesuviana" signs to the trains from Naples to Sorrento. They are pretty regular (every 30mins) throughout the day. I'm a big fan of Naples (many aren't) but you have to keep your wits about you when you're there, although if you're just transiting then you'll be fine.
It's a gorgeous region and the people are lovely - divertiti! ;D
