We are looking to book a flight with Ryanair from Paris to Rome and I have read that they have a strict luggage policy. Is the strict policy on check-in luggage or is it carry on? Also, I am a little concerned getting to the Termini when we arrive in Rome at 11:45 pm on a Friday night.

Ryan air is pretty strict with luggage....but I think it is more with carry on than checked. However, they do weigh your luggage and I saw some folks scrambling to 'lighten' their bag on a flight from London to Ireland. I'd check their web site and be sure what is/is not allowed.
Buses run 24 hours from airport to termini...not as frequently overnight as during the daytime hours, but you will not be stranded.
