I am planning on going to europe for 4 weeks this july. I have my mind set on France or England or both. Something tells me I will probably bunched up with a lot of other tourists and spend more than I want to during the busy season in London or Paris. Is there anywhere that you can suggest I go to which is in the vicinity of those cities that would be fun, culturally significant, relaxing, and most importantly CHEAP! ANy comments or feedback will be greatly appreciated

France is generally less expensive than England... a good thing to keep in mind. I've been to Paris a few times in July & isn't wall-to-wall people although tourism is noticible. Both London & Paris have loads of things to do. I'd reccommend you spend time in either (about 5-7 days).
Near Paris is Chartres after which I would move into Normandy(don't miss Mont Saint Michelle) & Brittany. Other provinces are lovely as well however there is a lot to see in these areas and also potential to spend some time at a beach.
It's been my experience that more people seem to be in England in July. Why not spend time in London then take an overnight bus to Scotland?
