cheap0.com is probably your friend for this information (it'll tell you who flies from where to where). Personally, I've flown with BMI Baby, EasyJet, and Ryanair and had no problems with the flights. No real preference among the three, although BMI Baby was the more expensive of the bunch. Just watch for what currency the price is quoted in - it can be a different currency on the same site, depending on where you're departing from.

FYI: whichbudget.com/ is a good site where you can find airlines to fly particular routes. to find out about particular airlines, just do a web search, perhaps in the "news" section of search. that might give some info. [there are flaky airlines out there] - d

Barcelona to Paris: would most likely be Vueling Airlines. Try to avoid Ryanair at this route. (they will fly from Girona (1 hour transfer from Barcelona), and land at Beauvais (2 hours from Paris). Other budgetairlines: Condor, AirEuropa and Easyjet are also flying from Barcelona Airport to either Charles de Gaulle or Orly airport. You might also want to doublecheck on Iberia (sometimes they are cheap, sometimes, only on returnflights, and sometimes, they are expensive).
London - Rome, you have the choice between RyanAir (Stansted/Luton), Easyjet (Gatwick) and AirOne (City Airport) as the budgetairlines, but I would still suggest to also try British Airlines and maybe Alitalia, as they can have cheap flights too (although not on all routes).

easyJet is my favourite. Never had a problem with them and I always found their website to be very reliable. I'd go with them for the London-Rome bit and do what herrbert recommends for Barcelona-Paris (vueling).
