Definitely! Although in all honesty, if you are in the swarm that those tourists found themselves in, you might find that nothing would prevent robbery. In that case, it's time for Plan B, getting in touch with your list of pre-compiled emergency contacts. (Credit card companies, embassies, parents, etc.)
