No flash photography is allowed according to www.louvre.fr (the official site).

Yet there are dozens of people snapping pictures of the Mona Lisa! None of them are supposed to be using flash. I found that pretty annoying. I've read the security guards are just overwhelmed.
I did once inadvertently use flash at the Musee d'Orsay, when I wasn't even near any paintings, and a female security guard said, quick as a wink, "Madame! No flash!" I felt terrible, because I had read the rules before, and hadn't meant to violate them.

Yep, without a flash is fine. You wouldn't want to use a flash anyway as some of the pieces, like the Mona Lisa are in glass cases.
