smitty83, welcome to the Boards! I have a few comments to get the discussion started.
It's great that you're starting the planning process now, as this will provide lots of time to work out the details. One thing to mention is that travel in July and August is the peak tourist season in Europe, so it will be hot and crowded (pre-booking accommodations would probably be advisable).
You might want to have a look at some Guidebooks to get some idea on cities to visit. There have been discussions here in the past regarding Guidebook preferences, so do a search if you want to see those. Also, check your local TV channels for Travel Shows (PBS has a few good shows).
Good luck with your planning!

Pre-booking accomodations is essential now. Or so it seems. I'm going this April/May and I"ve found a few of the hostels I wanted to stay in were booked solid.
As the economy tanks, people are looking at cheaper ways to travel.

smitty83, I agree with the comments Eagle and LIbby have made. If you can lock in the cities you plan to visit by later this year, you'll then be able to start on accommodation and also be able to secure the places you want to stay in rather than being forced to take what you can get. I know it doesn't sound super spontaneous, but it will mean you can keep within your budget and have good rooms in the peak of the season.
In terms of which cities are the most fun, of course this is objective, but look at places like Amsterdam, Paris, Prague, Barcelona, Madrid and Munich as well as the Greek Islands like Ios and Mykonos. Also look at the Boards in the City and Country Advice section and the Pre-Travel and Itinerary sections for ideas on places that have been suggested in the past. You'll have to go back as far as this time last year in your search, but it will give you a good indicator of what you're looking for. Don't forget, you only have 4 weeks in which to enjoy yourselves, so you may find it's more "concentrated" fun in a few places rather than everywhere on your wish list.
Your most suitable modes of transport will depend on the eventual order of cities you choose for your itinerary, but as a general rule, rail and flights will likely serve you best, and these will fall into place once you've sorted the final itinerary.
Happy reading and planning!
